You need to follow the main questline, unlock the Room of Requirement, acquire two Vivariums, and keep progressing until you reach the quest called Foal of the Dead.   1. Catch a male and a female Thestral. Deek marks their locations on your map. If you already completed Natsai's quest The Lost Child, you might have met these spooky horses before. Which Beasts Can You Breed?

Hogwarts Legacy has 13 enchanting beasts in total. Sadly, one of them is a total diva: the Phoenix cannot be bred. It refuses. It has standards. Respect.
